I have seen plenty of shots very similar but never mind. This effect is created by throwing sand onto the ledge so it pours off.

I remember seeing something similar to the upper third of the photo by Jay Patel (or whatever his name was). Apparently there were lots of tourists there...?

There were quite a few. We were really lucky and ended up in a group of 4 and had quite a personal tour. The group behind us were about a group of 10. Just had to be patient and wait until they passed. Thnaks very much!
